About 10 years ago, when Curt Smitch was in the USFW out of Olympia, I saw an article on the back page of a National Geographic about a salmon farmer in Scotland that was having a problem with seals. He made a killer whale model (life size) and placed it by his net pens, and guess what, the seals left the area. killer whales are a natural preditor of seals.
I asked Mr. Smitch if that could be done at the locks and at different places around the state where the seals are a major problem, he said he would look into it, well, it never happened. I contacted the farmer in Scotland and he said that a radio station in Seattle had purchased one from him, but couldn't get the permits to place it in the water.
In 1992 an arial study was done in Grays Harbor and 6000 seals were reported in the estuary in September. When are the salmon sitting in the estuary waiting for a freshet so they can migrate upstream, that same time. Now, how many salmon does an adult seal eat per day? And we wonder what happened to the fish runs.

They did try the fake killer whale at the locks...Never worked...Sea lions were smart enough to spot it as a fake...

It is estimated that 4% of the salmon run is consumed by Sea lions on the Columbia River...
