Grays Harbor MA2-2 rule update

Greetings...
Can anyone interpret this? I've enjoyed the Johns River estuary chinook fishery in the past and was curious what this meant as the book says it is only open for coho this year. Last year it opened so late for kings it seemed like they had all come through. We were one of 4-6 boats and I only saw one fish caught (not by us).
