Bullhead

Are those little tiny bullhead that people catch and kill on lake washington the same as bullhead catfish?

no, what is commonly referred to as bullheads in lk wa are sculpins.

Yes they are sculpins -
That said there are nice size brown bullheads (aka catfish) in Lake Washington. Look for them in the shallow flats and bays with most of the fish in th 10 to 14 inch range. Have cuaght them in the back end of those bays as early as mid-February but should be readily available all summer (an evening trip?).
