There is a wildlife area near the dam that covers about three miles of the river. The Skookumchuck is a terminal fishery, the dam precludes them from going any further and the hatcheries are up there. The closer you get to the hatchery, the busier it will be, but the more consolidated the fish will be. You can walk the entire river along this preserve, and there are many turnouts to park at to access it. There are a lot of good holes that fish hold in as well, so you'll be able to find a few often even if you aren't up at the top behind the gate.
