Northwest Fishing Reports

Could someone tell me where this is? I want to go fish it today but I have no idea where or what it is.

I usually just put the float as high as I want the leader and then just add some split shots to the leader to make it sink a bit.

I have been having a hard enough time catching them legally. I don't understand how someone can cast out and just foul hook them like that. I plan on hitting up that spot on the Stilla tomorrow and if people are actually able to foul hook them like that; I should do pretty well fishing by the book. ...
