Not all lakes are created equal, makes sense to me they wont all respond equally to changing climate conditions. Stevens seems to have fared well through this downturn in local kokanee lakes. I've had the best luck fishing outside the entrance to Little American in 15-30'. Last Sat the depth was 20', wasn't lights out but we got 11 decent keepers. Probably should have moved when rock bass took over but got lazy then called it a day. Good luck!

Actually its irrelevant what your fishing for, if the trout limit is 5 and your fishing for bass and you incidentantally catch 5 trout on bait its time to pack up and go home because you reached your limit of trout, regardless of whether your targeting them or not. It's perch spawning time isn't it? Maybe they spawned themselves out and used up too much energy to recover. Producing the next generation can take a lot out of you.

I keep checking the emergency rule sections and can't find a body of water mentioned in the release, Lk WA, Lk Sammamish, Sky, Skagit with a closure listed? Just an oversight or delay by wdfw? I thought that made it official.
