What??? I was there last weekend and bagged three. I'm telling ya, plunking just doesn't work in the early season. Moving lures are the key. You'll cover a lot more water.
I only fish jigs, mostly because I'm too lazy to tie all that stuff on. since I'm staying in a hotel, I will go cast for about an hour or so. No fish rolling or being caught in that period means no fish in my book. I used to post as "procaster" . You can look up my old posts on pinks. I prefer tidal water in my boat, but it's better than sitting in the hotel!
Possesion area still not hot at all ? I think i'ts an over rated run, was big floods 2 years ago. That Skagit should be full by now, nets in thick I'm sure. Cheers.
