I gave today a 4, even though I only caught two kokes, a 12" and a 17". There were only a handful of boats, low wind and only two water skiers. Caught these guys at 35 to 40 ft of wire in 70+ water east of the City Park launch. Marked fish everywhere mostly from 30 to 45 feet, but after 10:00am they wouldn't bite my offerings.
Both were caught with a Double D dodger and a multi-colored mini hoochie skirt with a glow bead and purple spinner. I saw an article where they were tying double #8 hooks with a half hook length overlap (hard to hold and tie the knots) and both hooks slid up inside the skirt with two spacer beads (no hook showing out the back). The theory is that the fish will get both of the smaller, close-spaced hooks in it's mouth and increase your chances of setting both hooks. It worked - both of todays kokes had double hook sets inside the mouth. Even with two tail-walking runs on the 17", the hooks held.
