Fished Joy on a cool cloudy morning. Consistently caught small (< 12") smallmouths on watermelon senkos. The surprise for a the day was a 20" largemouth. The fish were all in water 3 - 6 ft deep and not really under docks or cover.

I fished that lake for the first time just yesterday morning. Caught a few, mostly like your under 12" ers. I am pretty certain that I also caught a few pike minnows. Have you seen these in Joy? Interesting lake.... I swear that there is not a single strand of milfoil or water salad anywhere in the lake. The only vegetation that I see is lilly pads. Very clear visibility within 30-40' out from docks. Silty bottom showing downed trees etc. I did see one bruiser bass just cruising in the shallows.
I considered that maybe the lack of milfoil was due to there being no public boat launch. When people go in and out of a launch and haven't cleaned their trailer I think that this is just cross contaminating a lot of lakes.

I fish Joy quite a bit and have never seen pikeminnows but I usually fish for bass in a way that doesn't allow for much by-catch. The only unexpected fish I have hooked was a good sized trout which I lost just at the boat. I love the clear water; there is usally quite a bit of weed cover later in the year but the fish don't mind.

Is there shore access for a float tube here? Tried mapping it but looks pretty residential.

Yes, the access is tough to find, and limited parking but you can carry in to put your tube in the water. Cannot really fish from shore. if you go to King County parks and search for Lake Joy you can find directions to the park. It is only a swampy building lot in size with a raised board trail. If you fish it please catch & release the lake cannot take much fishing pressure.
