I've fished toad lake many time while growing up in Bellingham, And have found the most productive method for catching these 10-15 inch trout is to float power bait (Orange or Green) about 16 inches off the bottom. Early season is pretty good fishing, and it dies down quite a bit by mid June. If you are fishing from the dock just be patient, and don't expect anything amazing. If you have a boat, go down to the far end of the lake and anchor your boat about 15 feet off the docks to your left. Early May, Me and my two buddies fished there and caught our limit within an hour and a half using only power bait. Good luck.
