This is a "major cycle" rulemaking year, which means the public can submit proposals to adopt new or amended fishing regulations. Details are set forth in the following announcement I received from WDFW this week:
"This is to inform you that the WDFW Sporthfishing Rule Change Cycle for 2010-11 has begun. You will find all the documents you need to participate, including a timeline and proposal form, on line at: http://wdfw.wa.gov/fish/regs/rule_proposals/index.htm.
"Please note that all proposals must reach us by June 1, 2009 to be considered.
"If you need a printed copy of this information, please send an e-mail to sportfishing@dfw.wa.gov or call (360) 902-2700 with your name and address."
Anyone can submit a proposal. I will be submitting a request for an artificial lures only rule for tiger muskies, and I'm mulling over the possibility of submitting a proposal to change Washington's official tiger musky record from weight-based to catch-and-release. (I need to figure out wording that would be compatible with national recordkeeping organizations' recognition criteria and a reasonable system for verifying measurements of released fish.) Based on feedback I've received from WDFW sources, I don't think we can get a northern pike rule this year, so I'm not planning to submit one, but this is something I'd like to discuss with the pike anglers when I'm in the POR area later this month.

RE:2010-11 Rulemaking
I think the artificial lures only rule for tiger muskies would be a good idea.
