We are not ignoring you BBD, just don't have an answer yet.

I have seen these, or something like these, before, but I'll be darned if I can remember where. I remember thinking that if they could swim like a rattle trap with that feathered tail that they would be a great lure.

Have you, or will you, fish them? If you have, how do they swim? Where in the world did you get them?
Too much water, so many fish, too little time.

'course they don't have biscuits and gravy ... but if they did, I bet everyone would eat there.

BBD,

Where did you find the baits and/or the picture of them? It may assist in a search for the maker.

I would say they are just a variation of lipless crankbaits. From what I could find on the web, they may have been made by Tom Mann either through Mann's Baits or through another company. It also looks like the ones on the bottom of the pic have "Tom Mann" printed on them, but I cannot tell for sure due to the quality of the photo when I try to zoom in. However, it appears similar to the printed signature I have seen on other baits.

I also think they are a Mann's bait. In the late 90s Mann's had a series of photo-finish crankbaits. The photo on the top left bait and bottom 2nd from the left bait both look like a Mann's photo-finish crankbait that I have. I believe Tom Mann marketed a number of baits under a different company (Fish World?) after selling the Mann's company that currently exists today.

However, I don't remember seeing that bait shape from either company.

See this link for some additional Mann's photo-finish baits.
