Snohomish county, beaches for pinks

I am going to hopefully hit the beach this week and try muck for a pink from the shore. i always hear about guys being successful over on Whidbey. i was thinking, meadowdale county park, picnic point or mukilteo beach. Do the tides matter or will the pinks cruise the shore regardless? i was thinking of taking my fly rod or steelhead rod but not sure how far out i need to go to get into the schools.
