I already purchased my license, paid the fees to have my opportunity to fish, hunt whatever. now they want an extra charge. This is public land. I can see how they can charge and gate fee for "parking and camping access" at hunter farms, but charging people on other sections of the river is ------- --------. Greedy --- -------. no better than the politicians in Olympia and D.C.

I think you can just park at Purdy Cut Off RD. and walk down from there. If your fishing outside the mouth what would you use ? Would Herring Wobblers or eggs work ?

People at the mouth love to use bobber and eggs. You can park right on the side of the road in the usual spots that people fish. I hope your friend is using a trout rod, cause salmon aint open.

Personally I’m pretty happy with how wdfw manages the trout/kokanee side of things.
When it comes to salmon/steelhead they just rob us plain and simple and hand over their ill-gotten gains (fish our money bought) to the commercials and tribes. It will take legal action or civil disobedience on a massive scale before anything changes. There’s too much money for this to change just because it’s the right thing to do, money will always win over morals and ethics at this scale….always. So force will be necessary. The only questions that remain are: what kind of force or forces are to be employed and if/when will critical mass be reached to enable their employment?
Force doesn’t mean physical violence either. I’m not killing or hurting anyone over fish. I simply believe if sporties are the major source of the funds that support these fisheries then we should receive the major share of them. Let commercials and tribes net the fish they fund. If that’s not happening we have a legitimate grievance that needs to be redressed one way or the other.
I used to fish in the river but gave it up a few years ago to fish from the boat out in the canal trolling and jigging near the mouth. done well but lose alot to the seals.

So, the million dollar question is... where exactly is the boundary of the mouth of the Skok, which will define the closed area (the river) versus the open area (the salt area 12)?
The boundary is not identified in the fishing regs. The Skok delta is a big area with lots of channels and flats and dry/wet land. And the WAC is of no help with its vague definition of a mouth of a river:

When pertaining to angling, unless otherwise defined, any reference to the mouths of rivers or streams includes those waters of any river or stream, including sloughs and tributaries, upstream and inside of a line projected between the outermost uplands at the mouth. The term "outermost upland" means those lands not covered by water during an ordinary high tide. The following river mouths are hereby otherwise defined:
Abernathy Creek - Highway 4 Bridge.
Bear River - Highway 101 Bridge.

I just did. It sounds like we'll have a season and regs that look a lot like they did last year. The reservation boundaries that they're talking about must be where the speculation of a tribal license comes into play. That would be a really sticky issue to raise, I'm not sure that WDFW has the final say on the ability to negotiate reservation boundaries and water rights, that would have to go to the courts or some other branch of government. It will be interesting to see what happens. If they do in fact have ownership of the river, as treaty tribes can do based upon their individual treaties, than a tribal license would make sense. I don't like how they focused mainly on sport anglers as the perpetrators of misconduct on the puyallup. There are more sporties than there are tribal members, but some of those tribal members really exacerbate the situation when they go through there, sometimes to the point of nearly running over fishermen in their boats. Although the interview did say that we will have a season, so that's good news.

As far as the mouth of the Skok, it would be safe to assume that outside of those side channels and the end of the delta. I'd wade out into the flats to fish it, or take a boat out to fish it. You could fish it from an inflatable or kayak even. I plan on taking my kayak out there at least once, I think that would be a blast!

Hate to beat a dead horse here and I understand at this point its a little off topic, but regarding access to the mouth of the Skokomish river.. Is it in fact just a matter of following Purdy cutoff to the lowest point and walking it down? Any info would be helpful, thanks as always.

Depends which way you go. I'll assume you're gonna take 101 to purdy cutoff. Take that to end at hunters farms.make a right on 106 follow until you see it on your left. Google maps will help you find out the same info.

There is other parts to this. A policy for the non tribal fishing card. It talks about being prosecuted by tribal for not following rules etc... Tribal is like federal. It holds a lot more sting then state and local law enforcement. Hopefully your right but I think thanks to the way the Asian connection was fishing the past few years the skok will be shut down for kings. If anyone has seen the circus they put on towards the mouth even had girls scouting for them it was like organized snagging at its finest. They did get caught they did get ticketed but its crap like this that puts everyone in a hard place. Fishbaits buds, another fine example of how not to fish. They should have fenced off that section and put no fishing signs up long ago. They "hunters farms" however let it happen. Not to mention the lack of enforcement at that hole. If a gamie stood there for 4 hours they would need another ticket book in no time. That might cause the slap happy nation to take there asses back home. Get off the river. Im sure we would be paying the tickets anyhow since most of them don't have jobs. Anyways, I hope something good does happen. That the puke does open up, the skok opens, and the fat black Puyallup that likes to run his boat up onto people and prop them does that to me again. That's a serious thing considering the pump could suck up a rock and toss it out wherever its aimed. Wonder how thick the side of that motor is. My guess is not very.

I learned something good today from Warden Jewitt.
He says the information I learned about the tribal pass, is all false. The people I got my information from, regarding the pass, all work for the tribe/are in the tribe.
