disabled or aged fisherman assistance groups

I have a aged father that can't get around well anymore living with my sister over by Tacoma. His only passion for 80 years has been to go fishing but he no longer can get around on his own. The question has become is there any groups in the area that take older people out like on a pontoon boat for a day of fishing or maybe help them off the piers? He is from Minnesota with little to no experience with pier fishing

Someone posted here last spring/summer that he was doing that. A pontoon boat. I have no idea who he was/is or which forum he posted that in.

Maybe an internet search can help find it.
