Whew! For a non-lawyer, thats a tough read.
The gist seems to be hands off as far as the tribes are concerned.

I thought the same thing, he language stated in the articles suggest and are very explicit that we the folks will always be represented by our govt ( aka the WDFW ) and that there will never be anything transparent except to the NOF meeting members or GOVERNMENT TO NATIVE GOVERNMENT relations.
Pretty sad that we have to give our fisheries over to obviously folks who are not in favor of a 50/50 split of quota... If numbers are so over inflated at the beginning of the season we will never see a fair share of fisheries... I have a bad feeling even with our signatures we wont accomplish anything....
