if you are going to use bait, grocery shrimp, squid pieces, or clams are good. I use a rod from 7 foot to 8.5 foot, spinning style. You don't need anything huge. Use 10-12 lb test line. if you use lighter line, the rocks and barnacles are going to tear it up.
If you want rockfish, I have had best luck with 1/4 to 3/8 ouce leadhead jig, with a 3-inch curl tail worm. White, yellow, and other light colors have worked well with me, rather than dark colors.
the most important advice: wear a life jacket, and be extremely careful when the rocks are wet (they are slick). Consider wearing felt/studded soles.

Try using sand shrimp, use wire or sticky string to secure shrimp to 1/0 hook or smaller, use 1/2 oz up to 1oz of lead depending on the currents, run the weight on the bottom like a drop shot rig.I have caught alot of seabass doing this when the grubs and everything else stops working.Always bring a friend when you fish the jettys, i've seen some rogue waves hit the jettys and almost knocked me off, thank goodness for beer breaks! Good luck!!
