Muskie fishing on Tapps during Winter "low water levels"

I have wondered if fishing continues on Lake Tapps during the winter when the water levels are so low. How is the fishing effected by the fish being condensed to a fraction of the normal habitat? I am guessing it makes it easy for the Muskies to feed on natural food sources, so less likely to go for lures?

I have not actually fished at complete low levels but i think the cold water would have more of an effect than anything. We catch more on reaction then on hunger, and if you can get a Musky to react in cold water it think you'll land him no matter how full he is.
Just a guess.

I didn't know if fishing just closed down because of no access to get boats in the water. Also wondering if it is a very muddy walk to even get to the waters edge.
