Go fishing with a buddy and use his gear. (Cheap).

I had a guy do that to me on every trip. The final straw was when he started bringing his 14 yo son and they just helped themselves to my tackle! [-X

Yarn and split shot. If you pump your own sand shrimp, then those are free and they work even better. Expensive lures are designed to catch fishermen just as much as fish :)
