I just don't like how it's not written in the rules we go by yet we can get in trouble for it?

The WDFW office and its field officers, unfortunately, are wrong quite a number of times in their interpretation of the rules.

A warden tried to write my buddy a ticket one time for fishing barbed hooks, in an area where barbed hooks were legal. I waived the regs book at him; he read it; called his office for clarification; couldn't get a good answer from his office; and so let my buddy off "with a warning".

LOL a "warning", for fishing legally.

All you have to do is read. Just ask Danny aka Fishenfreak about it. You could start with last years Baker Lake threads. It was well discussed.......beat to death there. Enforcement Officers from every dept. across the country write bad tickets. You are innocent until proven guilty. They can write you a ticket for anything anytime. That's why we have courts. Unfortunately the Fish and Wildlife gang have a much larger and more complicated game book to follow. I've learned a couple things, always carry the book, always carry a camera and the most important, always be willing to go to court.
Build a man a fire and he's warm for the night. Light a man on fire and he's warm the rest of his life!
