Fish nets are out in Elliott Bay, Good for Duwamish?

Is this an indicator that we should finally see some fish moving into the Duwamish and other rivers?

netting chum with coho and steelhead as a bycatch. In which they will be happy to keep

Bad for fishing, even worse for native fish populations. At least they gave the Kings a chance this year.
