Just for Carolina rigs, I use 10lb Fluoro here in Washington. I use to use 12lb to 15lb everywhere else, depending on the structure.

What's the usual length for a no current leader on a C-rig? I've been using about 12-15" in areas without much current...is that too short?

For smallies I use a 6lb flouro leader for dropshotting and a 125lb flouro leader if I'm fishing by a tackle thieving musky.
