Unfortunately there are no general rules. Regulations vary between federal, state, county, and city lands and those are not always crystal clear. I find that most of the time I don't overthink it and just go out and have fun. I've never been asked to stop, but do educate myself on the rules wherever...

You might try Clear Lake just north of Eatonville just off of SR 161. There are some great views of Rainer from that lake and the public boat launch would be on the correct side of the lake for the view, but I can't say if you have much of a view from the boat launch itself.
