Most shrimping I do is for spot shrimp, but generally you want a bottom that is more gravel than mud, and good stinky bait! The most important thing for shrimping is to keep track of the currents. Not sure about Washington park area, but I have hooked a couple over between Decatur Island and James Island. Not sure if that is close enough though for a kayak coming out of Washington park.
