Just run leadheads and curly tail grubs in the 7" or 9" Size. Brown/gold flake is the best color. You can but those grubs for like .50$ a pop, just grab a whole bunch of them and some lead heads. Winter blackmouth is the only time areas 8-1 and 8-2 are open for Chinook salmon retention.

I know this is in the lakes section, but you can fish from the bank at Point No Point and Chinook salmon this time of year. That would be my suggestion.

You can troll for Cutthroat, but keep in mind if it CnR only. If you troll traditional cutthroat gear in close along the shorelines you should have some success with willing cutties in that area.
