When I fish the upper Columbia, I use 8lb balls. Plenty of weight where I fish on the river, Ringgold to Brewster.

I run a 8hp Mercury on my boat and it does just fine on the reach. The 8hp should work great for you as well. Did you end up getting it?

Wow! 38 gallons!! I have a 17' Talon and its only an 18 gallon tank. What size motor are you running on your Stryker?
